Steel procurement/fabrication released only after PE sign-off (Kamran Ahmed FD-ENG-001 + Rashid Mehmood) confirming AISC 360-16 LRFD, wind 110 mph Exp C, seismic SDC C, rafter camber L/240, connections (25mm base plate, A325, 25mm J-bolts). This is a quality gate, not a scope gap.
